The Sullivan City Council met in open session on Tuesday night with a number of matters before them where they approved the purchase of pad mount transformers for the Electric Department, approved Ordinance 3941, which resubdivided Lot 33 of Peach Tree Estates Phase One, reviewed several city projects including the Sullivan Swimming Pool liner replacement and other pool repairs.
Sullivan City Administrator J.T. Hardy brought City Engineer Robert Schaffer before the council to discuss the PVC liner replacement at Sullivan Swimming Pool and Kiddie Pool.
Schaffer reported that Renosys Corporation, which was approved to replace the PVC liner in the swimming and kiddie pool areas last October 2021 at a cost of $98,400, has notified city staff that some structural repairs involving concrete are needed.
A suggestion was made to use a stainless steel skirt in the area which would add an additional $30,000 to the project.
Schaffer added that Renosys also mentioned a hold harmless liability document being signed but so far this hasn’t appeared.
The council then got into some discussion about budgetary considerations and the useful life of the swimming pool along with future plans.
The Sullivan Swimming Pool, since its opening, has lost about $50,000 annually in its operation.
Administrator J.T. Hardy reported to the Independent News that the Swimming Pool is similar to baseball fields, soccer fields, in that they often don’t generate enough revenue to cover their expenses.
Hardy mentioned that they only way that could be accomplished is if fees were increased or a parks tax was approved by voters.
The city has some similar losses in the operation of the Sullivan Golf Course, which it purchased several years ago.
The council moved on with other items with Mayor Dennis Watz asking Schaffer to provide an update on the City Hall Lift and Northside Trail.
Schaffer stated that he will speak with the manufacturer on the chair lift to see if its been crated for shipping and that some issues have been raised by a church easement for the expansion of the Northside Trail and that legal wording for the easement was being discussed.
Administrator Hardy reported to the council that insurance funds have been received for the damaged “Welcome to Sullivan” sign located at the West Springfield and Interstate 44 exit 225 overpass intersection. City staff is getting options for a new sign at the location.
Hardy reported that Cape Electrical Supply was recommended to receive the city bid for two 225 KVA three phase padmount transformers in the amount of $34,063.20.
The transformers are needed and while this was not the low bid, there are upcoming projects in which they will be needed and the delivery time of 18-20 weeks is important. The fact that this is a Missouri company in which state statue provides a preference for Missouri products.
The council approved Ordinance 3941, sponsored by Alderman Chris Bunk, which approved a subdivision plat which is a resubdivision of Lo 33 of Peach Tree Estates Phase One, located at 219 Peach Tree Dr., owned by C & H Properties of Missouri, L.L.C. The plat was approved by Planning and Zoning.
Mayor Watz and Board of Alderman expressed their appreciation to all city crews for keeping the city up and running during the recent winter storms.
The council did not have closed session and concluded their meeting in 30 minutes.
